It certainly is, though I think there's one track from a Hitman title.

Hunter, Comr4de and AaronAsh (co-leaders) usually have a fairly good grip on the content they need for the mod. The current soundtrack is the final and official one, and isn't going to change any time soon.
But!
You can mod your personal copy of Rise of the Reds to include the songs like this:
1) Find the tracks you want.
2) Rename said tracks to RUS_01.mp3, RUS_02.mp3, RUS_03.mp3 et cetera.
3) Download a program called FinalBIG (you can find it on C&C Files). You don't even need to extract it from the .zip; it works fine if you just run it from within without extracting.
4) Run FinalBIG and open the file 0ROTRMusic.big . You'll find this in your Program Files -> EA Games -> Command & Conquer Generals Zero Hour folder.
5) Use the Edit -> Add File command in FinalBIG to grab the music tracks you renamed and put them into 0ROTRMusic.big. When it asks you whether you want to put the file in edit mode and overwrite the current contents, select 'yes'.
6) Save and exit.
7) Start 'er up - and you should have Frank's tracks playing in-game while you command the forces of the Russian Federation!
Good luck! Let me know how you get on with it if you give it a go.

Also note that this will remove the current soundtrack and you'll have to re-download it if you want to get it back.

idk about every1 else but i personally thought RA2's music DIDNT represent russian music it was more or less "garage band" abominations with voice clips stuck 2gether. RA3's music was much more russian (RA3 Theme Song Soviet March)

Put the .big in the same folder as you install Rise of the Reds to (normally C:/Program Files/EA Games/Command & Conquer Generals Zero Hour ). That's it.

Why not use RA3 Soundtrack, btw the one music from Lost Souls you used isn't the only good Russian sound from Lost Souls. To be really honest, I'd say the Mod is better than the music.
