The Citizen is set parallel to the events of the original Half-Life 2. The player takes the role of an ordinary man, pushed over the edge by the oppressive regime controlling his life. His home trashed, his family dead, The Citizen leaves his apartment for the last time. He seeks new friends, and a way to help the human resistance to smash the iron grip of the Combine. What follows is a winding tale of betrayal, determination and grief. Many obstacles lie in his path which require a sleek combination of agility, stealth, intelligence, and sheer violence to overcome.
Originally released in November 2007 and re-released in February 2008, this singleplayer episode is still in the making, and 3 more chapters will be added to the two existing ones.

I mean thecitizen_bg2_widescreen.vtf
I FOUND A FIX FOR WIDESCREEN!!!! Copy the thecitizen_bg1.vtf and thecitizen_bg2.vtf then rename them so they look like thecitizen_bg1_widescreen.vtf and thecitizen_gm2_widescreen.vtf so when u finish, the console folder should have 8 files, and the mod should work, worked for me!!
Hey this seems like an awesome mod. But for some reason the shortcut isn't showing up on my My Games list. I should also mention. That I only have Half Life 2 preloaded and that I have team fortress to 100% ready to play. Do I have to purchase Half life 2 to play?
Yes, this is a mod for HL2. It uses sounds, materials and models from that game, as well as running under the same engine (instead of the Orange Box version).

It uses the old engine. You just need good old HL2 installed.

Sounds like you have an erroneous file association in Windows.
Do you have a program installed which can open RAR archives? If not, getting one would probably solve your issue.
Do a google search for "7-zip" and you will find a good one pretty easily. It's free, too.
