Rise of the Reds – or ROTR for short – improves upon the C&C Generals formula while also adding its own distinct elements to it. Most notably, the mod adds two completely new factions, the tank-heavy Russian Federation and the defence-oriented European Continental Alliance. In addition, the three original factions China, USA and GLA have been greatly expanded and redesigned in a variety of ways, with several new units, buildings, powers and abilities to explore and combine in your in-game tactics.

Well the GLA in Contra also use command trucks that also use the GLA POW truck model as base.
But yeah this is hardly plagiarism.
Its not plagiarism, its very plausible that a terrorist organization would use a mobile command center, so they can pack it up and move it to a safer place to stay under the radar. Franky, what the **** is wrong with some people, now everything is plagiarism, stop being idiots, just because the idea look close to something in another mod, it doesn't mean its plagiarism. What is next? If someone put a futuristic stealth anti-infantry and anti-tank tank in a mod, are you going to say it is a plagiarism of the Hazel from Contra? Go get a life...
What difference does it make? Both RoTR and Contra are great mods, and that is all that matter!

Its based off of the GLA POW truck thats embedded into ZH but isn't used.
It's no surprise they look similar - although mechanically in-game ours differ quite a bit =)
