The Swan was designed in direct response to the flexible and powerful Japanese fleets, whose long-range striking power and ability to change between air and sea gave them a massive advantage in early engagement. The Swan is armed with a heavy multiple missile launcher with two fire modes; in the air, the rockets are fired constantly and rapidly in a close-range spread around the target, dealing great damage to groups of units, while on sea it is a stable midrange indirect firing platform which compliments the Aircraft Carrier by suppressing enemy anti-air, as well as being able to engage enemy ships from behind the Subhunter Frigates and Assault Destroyer groups.
I dont know if you have heard but the british created a flying jet boat
at the end of WW2 maybe you could combine it with catalina flying boat!

The Seawing is a submarine plane, while the Swan is merely a seaplane. In addition, they have vastly different roles and abilities.
