I have no idea what this talk of the Defense Bureau not working is. The way it works is that you build it and then purchase upgrades for it (Same as you would for a Prospector tiering up).

Er, what are you even talking about? This is a standalone version; just download it and delete the old version. No need to make things unnecessarily complex.
Also, what do you mean by full version?
um well the finale mod is down are the aircraft going back to normal size?
