While the vast majority of worlds in the galaxy are engulfed in the conflicts of the Interregnum whether they like it or not, as always there are a few key exceptions. A handful of worlds in the galaxy, such as Manaan, Ithor, and Agamar, enjoy a fortunate combination of galactic prominence of some kind along with being more difficult than it is worth to invade. In an attempt to give themselves more clout, these worlds organized themselves into an alliance called the Council of Neutral Systems, inspired by the coalition of the same name and purpose during the Clone Wars.

While trying to keep themselves out of the wars of the Interregnum as much as possible, these worlds also know that maintaining key relationships with adjacent major powers if of paramount importance for keeping their independence. As such your diplomats can talk these systems into cooperating with your faction, especially for the purpose of increasing your non-military influence.

Thanks to their third party status, members of the Council of Neutral Systems are adept at spreading your cultural and diplomatic influence. They can spread your culture for a time and instantly create temporary embassies anywhere in the galaxy that immediately grant diplomatic points, allowing you to make key agreements when needed. They are also willing to repair your ships while passing through their system.
