Imperial Admiral Delak Krennel was on Coruscant, awaiting reprimand and a probable demotion from the Emperor, when the battle of Endor occurred. Immediately recognizing what the Emperor's demise meant for the existing galactic order, he sought to establish relationships with the individual he thought most likely to seize control: Imperial Intelligence Director Ysanne Isard. Operating under the orders of Isard, Krennel took the Reckoning, his Imperial-II class flagship, to Ciutric IV, where he orchestrated the kidnapping of Imperial Grand Vizier Sate Pestage and the quiet murder of his family. Pestage was turned over to Isard, where he was brain washed and used in her attempt to assassinate Darth Vadar. In exchange she granted Krennel uncontested control over the Ciutric Hegemony, formerly Pestage's personal dominion. Styling himself Prince-Admiral, Krennel remained loosely aligned with Isard for some time, studying her use of control through information and propaganda. However, as it became clear that Isard would not have the easy victory he once imagined, Krennel began to quietly open relationships with other leaders, including his former Commanding Officer Thrawn, always with the goal of securing his own status.
Of all the Imperial successor states, the Hegemony is perhaps the biggest supporter of Human high culture. Discrimination against aliens is rampant, and contrasts heavily with Grand Moff Ardus Kaine's pragmatic style in the nearby Pentastar Alignment.
