When the Empire fragmented, Isard, Thrawn, Zinj, and Kaine were not the only leaders capable of carving themselves a piece. Admiral Treuten Teradoc found himself commanding a sizable battlegroup near the local Imperial headquarters on Centares, in a region of space known as Greater Maldrood. Shielded by the disarray that occurred in the aftermath of Ysanne Isard's escape from Coruscant, Teradoc used his fleet to seize control of the Imperial base, and with it, the sector. Because of the more pressing threats to his legitimacy as the anointed successor to the Emperor, Lord Vader has yet to make a move to bring Teradoc to heel. Significantly, Teradoc commands a small contingent of Immobilizer 418 cruisers, the only ones operating outside of either Imperial or major Warlord control.

Besides being a lore reference, it's done to preserve the faction flavor of the Empire. If everyone is running around with a fleet of interdictors, the Empire loses some of their uniqueness

Would love too, but sadly Sins doesn't handle retextures nicely. It would use almost as much memory as an entirely new ship, and I'd rather use that space for truly new units.
