To put it short, this mod started out as a rebalancing of the original HPM mod's economy, with the primary focus being on making the economy more dynamic and the player's decision more influential in the outcome of events. Pops of low ranking countries will now barely have access to the luxury goods, as the rich pops of high ranking countries that can enjoy luxuries, such as minimum wages, will make sure to spend their money on anything they desire. This means that there is a bigger incentive on producing as much as you can yourself, to keep your pops satisfied. On top of this, you will have to set up well thought out industrial chains if you want to keep a considerable sized military, as supply consumptions have been increased. And no more will you be able to spam railroads as Russia in every single one of your provinces, as province constructions now cost real money and not easily accessible materials.
