This mod aims to clean up all the facepalm inducing situations that were left in the game by HPM. HPM generally aims to improve and iron out the Victoria 2 experience, and it does a wonderful job at that, however, I personally felt that it still left the game a bit lacking. Even with HPM installed, the player was still left to witness absurd events and a Germany that conquered the world if the player wasn't present to oppose it. This absurdness is what this mod aims to correct.
The mod is not merely a mashup of small economic fixes though, it also comes with a lot of new features and mechanics to try and make the game more varied and colorful. One example of the new features is the new research system, that gives bigger countries an edge, while making technological choices more meaningful for smaller countries, as they can no longer just steamroll the entire research tree as easily. This is not only a buff for big countries though, as big countries also have new difficulties to face, not just benefits to reap. The research buff is just a way to make conflicts between great powers actually look like a clash between titans, as opposed to Germany carpet sieging Russia with little effort, which commonly happens in HPM, as well as in the base game.
The economy is also significantly changed. Achieving industrialization is now a real challenge, as machine parts are a real scarcity during the early game. Not having access to machine parts prevents countries from building heavy industry. Machine parts are not only scarce, but also very expensive, which gives an incentive for smaller countries to try and build a consumer industry instead. Railways can and will also go bankrupt in this mod if they are mismanaged, giving your nation further challenges to solve. Furthermore, pops will also react a lot better to the actions of their governments. If aristocrats don't have access to their desired commodities, they will express their discontent towards the status quo by trying to push back reforms. This makes modernization through reforms a real challenge if the power of aristocrats is not suppressed.
Lastly, I would like to mention that the mod also comes with tech rebalances, some new decisions and events, most notably a more or less complete rework of Austria, and a lot of big and small fixes and changes that would take ages to list here.
