Is not a problem, is something in vanilla C&C3 too. GDI Snipers automaticly de-stealth when they call Juggernaut bombardment, so is completely normal.

The issue IMO is that cloaking in TW is barely noticeable. Not sure there's much of a way to fix that though...

I could give every unit a stealth-effect like the Vertigo and Stealth tank, but doing that for EVERY unit would be a bit exessive imho.

You could try giving them a glowing outline while making the rest almost transparent, like in Starcraft 2.

I always found it strange that GDI was given the sniper...they always seemed to be more of a Nod unit, especially since GDI is the one with the really heavy infantry that are ideal targets for snipers, whereas Nod tends to use larger amounts of less well-armoured infantry, which a sniper is poorly equipped to deal with.

snipers are a neccesary component for any army..well a smart army..GDI probably figured that they needed a sniper team to deal with nod's Shadow team plus the sniper is the best unit for takin out blackhands...seein as how them idiots dont die from railgun like evryother infanty
