I took the quest, went outside, and no Topol. Other two mercs are there, but no Topol. I read this was supposed to be fixed, but I guess not. What are the solutions that don't break the game?

Check to see he is there before accepting the mission ... TBH I've played almost 6600 hours and it never happens to me. Did you try talking to the other guards? You can still get the tunnel artifact yourself AFAIK. You didn't specify which mission ...

There is no way to fix the Zone killing NPC's. The story NPC's are all as tough as they can be made to be.

I tried going to the tunnel myself, but didn't find the artifact. I don't think it spawns there unless you talk to Topol or kill the other guards, but the latter aggros the scientists and they won't talk to me. Don't know if doing the mission will make them friendly again.

You probably need to eliminate the rest of the squad before taking the mission, so you would have to revert to a prior save. Walk up and drop an IED next to them, quickly back away. When they move, mine will trigger and guilt free squad elimination. See then if getting the scientists replacement guards becomes an option, Do that, then trigger the mission.

Didn't work. I reverted back to a save prior to the mission. I then bought 2 IEDs and dropped them near the squad, stepped back, and kept throwing bolts at it until they shifted close enough to blow up. This killed both guards (shooting at the IED aggroed them and made the scientists not talk to me, which is why I had to use bolts). I then got the guards mission, got Duty to send their guards, completed the mission, asked for the psy mission, and it still says talk to Topol.

Seems as though the only way to skip the Topol part of the mission is to aggro the guards, but this also aggros the scientists and makes them not want to talk.

I always promptly finish that mission (as it is so easy) when I first go to Yanov. Delaying only causes problems.

Yes, do that mission promptly when you get to Jupiter. I have literally played 6,589 hours and 4000+ of it was MISERY 2.2. In all that time, Topol only died 1-2 times before I completed the mission. It took me one try going back a couple saves to prevent him dying and finish as usual.

I don't know if it's going to be a "couple" of saves. I visited Jupiter early, went back to Zaton, did all the missions, and now in Jupiter I'm at the stage where I'm ready to go to pripyat. Topol could have disappeared at literally any point in time between then and now.

Can I somehow spawn him?

No, spawned NPC's lack all the info portions which react to triggers and generate the dialogue options.

Oh well. Maybe I'll load a really old save from when I already did everything from a prior game.

On that note, in a new game, what are the bare minimum missions I need to complete to get to Pripyat?

I never skipped anything, IDK. There are 'level' commands that will act 'as if' you did all the missions to reach a section, but leave the missions as something you can do. They can get you to right where you just climbed the ladder the first time.

Using the xrs_debug_tools, you just type level pripyat in the Debug Command Window on the left.

The syntax for every level is:

level zaton

level jupiter

level jupiter_underground

level pripyat

level labx8

And what would those do? Teleport me to that particular location? Does it affect NPC weapon spawns? So if I do level pripyat at the very start of the game, will it make Owl sell Bulat / Enemies carry the L1A1, while leaving even the downed helicopter (yellow) missions intact?

Good question, I don't know. Easy enough to start a new game and try. However, you would want at least decent gear before venturing into Pripyat where money is slower to earn. I don't think Garry becomes a trader instantly, and he buys less.
