will the veles detector issues be fixed? maybe some veles hidden away in stashes etc...

You can't earn three veles? Two at least are easy, sometimes you need to loot a third. When you get far enough along sometimes you can buy it. Competing squads searching for the same artifacts you are for Owl often have them, but you must be very careful about remaining blameless unless the faction is already an enemy.

IED's are untraceable (no stigma attached to fix responsibility on you), grenades that kill all others present instantly might do the trick. I did it once just for experimental purposes, of course

First detector is from Beard. Second or third: Either bought from the scientists after completing their missions, or looted with some luck. Written as some, read as a lot

EDIT: Btw, it's possible to get traffiker of information, Friend of duty/freedom, and Keeper of Secrets in one go just by selling the "useless" documents to Owl.

I just bought my third detector after bringing Hermann the Jupiter Documents. I have also finished all the other scientists missions except the one for the plant. Even if you had somehow only earned 1 at that point you can buy as many as you like.

yes, completing the scientist missions as far as possible will allow you to buy them from Hermann, couple of reloads might be needed.
Topol carries one around as well Im pretty certain, you can collect it from him after he has surved his purpose. I'd definatly wait untill all the missions are finished with him. If you safe the complete squad, some time after the measurement quests, he will give you a bunch of meds and stuff when you talk to him "I see you're sporting some new gear?"
