I want to make the Zaton map a warzone between Loners and Monolith. There will be no mutants anymore instead just Loners in Skadovsk and Monolith in some places on the map. Is there any way I can change the spawn file so I can make it ?

You can't change just all.spawn file, that is made for different purpose, to spawn additional object after loading large map file into memory.
For NPC spawns you need to change bunch of files located in "..\gamedata\configs\scripts\zaton\smart\" folder and one or two folder up.

You might also want to change squad files to change squads that would be spawned and maybe to add some more squads there too.
What will be spawned and how some squad would behave, shold they stay camping on some map point or they were going to travel on some other map point is determinated by combination of smart terrain files and squad files.

How everything works is not easy to explaint, though, but you have get some starting points.

Sorry, I can't help you with that. You would have to not only reprogram every smart_terrain to have different contents, but also targets and respawn conditions.
