Rise of the Reds – or ROTR for short – improves upon the C&C Generals formula while also adding its own distinct elements to it. Most notably, the mod adds two completely new factions, the tank-heavy Russian Federation and the defence-oriented European Continental Alliance. In addition, the three original factions China, USA and GLA have been greatly expanded and redesigned in a variety of ways, with several new units, buildings, powers and abilities to explore and combine in your in-game tactics.
The GPS Scrambler Station is, as the name suggests, a larger stationary version of the Scrambler-equipped Observation Van. What makes it noteworthy is that the signal-distortion equipment housed in these facilities is a lot more powerful than the rudimentary electronics that can be fitted into the cramped Vans - So powerful in fact that it needs to be connected to its own power source which comes in the form of a crude built-in wind turbine whose entire output goes into the nearby Scrambler. As a result, the stealth radius provided to vehicles and structures by these Stations is a lot larger than that of the Van. However, after the betrayal of Prince Kassad, GPS Scramblers have become a rare commodity, which means that cell leaders now require a rank 5 clearance in order to deploy them.

Command & Conquer Generals was a very good game, but something was missing,EA failed with the expansion pack Zero Hour but thankfully doors for modding are open for Zero Hour. Rise of the Reds is just like the expansion pack for original Generals should like from the first place.Great & outstanding work ,You guys are very talented ,never stop rockin with this mod :)

For example: 20 years ago, a good laptop could cost over $5000. Now you can get them for a small fraction of that price, and even the low-end ones are more powerful than the high-end ones from back then.
Irrelevant. That's due to the relative size decreases in printing transistors onto silicon in smaller and smaller spaces. The photoelectric components of solar panels, however, do not directly benefit from this.

That's the good side of GLA, they Green (not the faction color), unlike USA that's still use the Power Plant Generator, Chinese that's use NUCLEAR to power their base (Un-eco-friendly), and Russia that use Coal to power the base, GLA DON'T Use Power. Except now, I read it once more and I found that's it need A LOT OF POWER.
Actually the USA's Cold Fusion power plants do generate cheap clean energy.
Uh, nuclear power is clean energy. Its the resulting boom, meltdown, whatever that's messy.
Not to mention the nuclear-waste and spent fuel-rods which have to be buried miles underground.

What abilities with this building have? Will it camouflage anything in its radius, detect stealth, or act like a gap generator?

It will stealth anything within it's radius. Unlike the Radar Van's GPS scrambler, this thing is not limited to units.
Don't think that those Radar Vans and Camo Nettings are useless though. They can provide a backup system incase this thing were destroyed.
