Do that bridge in the one to the left allow units to pass under it or is also a aestetical thing?

Helipads are just cosmetic, the Bunker and the bridge are two separate buildings -- would had wanted a render with them separated but alas. They are modular designed.

Just a suggestion, why not make them repair points like airfields. Would kinda be cool... Landing ur choppers on the pads for repairs

they dont land on the airports landing pad eaither lol. i think it makes sence to make them repair pads. idk how that woudl work thoug

Well the Airfield(s) repair choppers. They just land beside them.. Same with Chopper Pad for Airforce General in SW. Couldn't the same be done with this building? It wooould be cool for them to land on the pad, but I would settle for them landing beside it and repairing. Would make sense and avoid confusion :P

Could it also have a buyable upgrade for choppers? Like maybe 10%+ airspeed or something?

In addition to the Blockade Fortress, these heavily sheltered bunker installations act as logistical hubs and defensive strongpoints that can also be garrisoned by infantry units.
You will soon see these structures on a number of dedicated skirmish maps.
