"loading conscripts/Cannon fodder" It's a reference to the ingame unit called conscript which is so epic you guys have to mock it to feel better

I'll start with the first ten...

"Loading /b/" - reference to the infamous imageboard that shall not be named and its "random" board.
"Loading LEEEEEEEEEEEEEEEEEEEEEEEERRRRRRRRRRRRRRROOOOOOOOOOOOOYYYYYY JENKINS" - reference to the World of Warcraft video where a guy ruins theplan by going bonkers.
"Loading maps" - standard loading phrase, and maps are in Red Alert 3 and must be loaded.
"Loading spoilers *HINT - Reach Falls!*" - At the first look at Google, I thought of a mission in Reach Falls, Jamaica, but further down I found the Halo reference.
"Loading used quick attack! Loading's attack missed" - Ah, Pokémon. My childhood.
"Loading 99 red balloons" - Nena's 80's one hit wonder, and a reference to wikigoer Red Zeppelin's subliminal obsession with musical references.
"Loading Allied Nations" - from Red Alert.
"Loading do a barrel roll!" - reference to Star Fox.
"Loading wiki articles" - Our beloved wiki.
"Loading preloader" - reference to itself.

"Loading the ring to rule them all" - either the Lord of the Rings, and/or proably some random anime reference I have no idea about.

erm, chronohawk also has lots of hats, and Giles is probably one of the best AI's (that's why. try to get something better then him )
