After seeing the Chinese Major Faction and Communist and Nationalist Minors, I had an idea in my head for quite a while.
Why not have the Mongolians as a minor faction?

Faction Name
: Mongolian Raiders
Allied with: Soviets
Enemies with: All three Chinese factions, Allies, Allied Reservists
Appear as: Enemy in Chinese campaign, Ally in Soviet campaign.

Description: With the Soviets busy with the Allies, the Empire and everything in between, they needed to keep tabs on the Chinese borders, in case of attack. This is where the Mongols come in, known for being bitter enemies against the Chinese since early times, the Soviets saw them as a valuable ally. They supplied them with weapons and vehicles in return of watching the Northern Chinese border.

The Mongols sport hit-and-run tactics and units. They use fast-moving motorcycles and bikes to harrass the enemy by firing on the run, along with the occasional tank or armored car.

Units:

Raider
Equipment: AKS-74u Assault Rifle, Mongolian Longsword, Light Improvised Armor
Role: Anti-Infantry, Anti-garrison
Special Ability:

Mongolian Roots: Switches to their sword, which is dangerous against infantry and garrisons, but useless against vehicles.
Tactical Analysis
Bang-Bang-Ditch
: Because of their hit-and-run nature, the Raider runs significantly faster than most soldiers.
Not for Decoration: The Raider's sword can be used as a switch-to weapon from their AKS-74u, making them a dangerous melee opponent, they can switch back to ranged at anytime, unlike the Imperial Warriors.
Lightweight: Due to their great speed, they are unfortunately very lightly armored, and can be slaughtered by two or more shotgun shots, let alone a burst of gunfire.

Horseback
Equipment: PP-2000 SMG, Various motorcycles and motorbikes, Leather-Iron Armor
Role: Anti-Infantry Vehicle, Harassment
Tactical Analysis
More than just Leather: Horsebacks are clad with well made armor made with hardened leather and Iron, making them resistant to most infantry weapons.
Drive-By Masters: Horseback's hit-and-run style allows them to fire while on the move, making them useful against slow-moving targets or infantry.
Not the Gas Tank!: The Horseback is very vulnerable to heavy gunfire and explosives, and their motorbike isn't built for withstanding electricity either.

I think there is a minor factions suggestion page on the wiki, but you need an account to edit pages. If you don't have an account, ask a admin for one as only they can create accounts. Spambots attacked the wiki at one point, so this feature was brought up as a security measure. But as I am not a member of the Paradox Team but a humble fan, I hope one of them can correct or confirm what I said.

I can confirm, yes we can make you an account, but to be painfully honest, your minor facrtion probably wont be accepted. For the reasons that;

1: The Protectorate controls Mongolia

2: Why would the Soviets care for a mountanous region of little strategic value?

The Protectorate are just where others aren't: I highly doubt Mongolia is significant enough that that bit of lore couldn't be changed.

Whether or not this minor faction is good enough for that is another question.

There are two major places you can go, since this faction does have...potential. The first is, as others have said, the Minor Factions suggestions page on the wiki. If you can get it accepted (unlikely, but possible), then all will be good. The second place to go is the Red Alert 3 Fan Wiki, where, as everyone is learning, there is a lot more likelyhood of having your faction discussed and possible implemented - although it'll take longer to ever be implemented if it does make it in.

Check out both areas - see which one works best for you.

Barring the getting it in-game part, the Fan Wiki is also a place for creative and balanced faction design: made for people to discuss faction mechanics and conceptualize new and exiting things. Not saying every faction that has been and is on the website is creative or balanced, though.

On the Infantry guy, does he always run at Imperial Warrior Banzai! speed with fire on the move and instant swap to his sword? That would make for a fun unit to use.

I'm okay with some degree of overlap on the fan wiki: its about coming up with the best implementations of ideas possible to me.

Indeed, I see it like this, the fan wiki is like a bunch monkeys typing on writing-machines, if they are enough and do it long enough they will write every single book and all future ones also, but that doesn't mean they should have patent on the books and all trademark rights. Considering the monkeys will probably not even be able to print any books and distribute them comericially.

I'm also trying to keep it balanced, following the rules and all.
Banzai speed is probably a no, the Raider's normal speed would do.
Fire on the Move is a maybe, but the shots would be inaccurate or have decreased damage.
And instant swap is a yes.
