Sorry, can't speak on the main forums, iPad won't let me for whatever reason....
Anyways, just go to the new wiki, And create a new page with the name of the faction as a title. Write everything else like the other factions do it, and an admin will put it up.
Though try to make it serious - connections to the Paradox mindset are what we're looking for. And make sure to read the other factions so that your bases, names, abilities don't overlap.
Oy, Galgus:
As far as super-secret agent stuff, we have Sector Chono that sounds sorta like that. Or if you need stealth, there's the Unseen.
Or, if you just like entire artillery barrages backed up by....more artillery, there's the ever-lovable and revolutionary Technocratic Combine.
