An expansion/overhaul mod of epic proportions, with entirely rebalanced gameplay, expanded factions, new gametypes, graphical overhauls, and five new factions; stealth-based Confederate Revolutionaries, tower defense-inspired Atomic Kingdom of China, economy-focused Mediterranean Syndicate, DotA-esque Order of the Talon and spammy Electrical Protectorate.

I'm trying to make a text based Tank game for a forum I go to. However, I'm stuck on charater/ Tank Creation. So far, I'm using a "threat value" system for custom tank creation. Here's
the stats:

Chassis:

Weight Tolerance

Front Armor/Side Armor/Rear Armor

Hull Health

Gun:

Turreted, Hull Mounted, or R/L Sponson

AP modifier

Damage

Weight

Treads:

Weight Tolerance Modifier

Health

Engine:

Weight

Speed (m/s)

Health

Currently I'm having having trouble with how to let the players allocate
stats. I'm think something about letting them distribute the weight
first and then letting them customize from there(All players have a
fixed weight tolerance for tank creation). What do you guys think?

Makes sense. You could also give things a point count then have a limit on how many points they could use

It's not that; The problem is the "formula",so to speak, on how stats should be spread on weight, like what should be the stat bank of a 1000 weight engine compared to a 500 weight engine.

Rules first. Make the game work to figure out what a "generic" tank will do, then go from there. I stated the PTTTG around generic tanks, and worked from there. You'll have a better ability to make new stat banks once you've determined what the average is.
