although I agree a quality control system is necessary, I'm not too certain about the criteria. If I was you, I'd simply remove 'not unique', because some of the best mods out there are re-creations of old games onto new engines. Of course if it's been done without the correct people's permission, then that's out of the question, but otherwise, uniqueness doesn't equal greatness.
For 'not polished enough', you could use a sliding scale system, where you take ten community made mods, and place them on your scale. So for example you find a really high quality mod, and place that at the 10 mark, and a really poor one at the 1 mark and so on. Then, every time you get a new subscription, you see where it fits on the scale, and every entry with a score above 5 you could allow, for example.
Suitable for audience, again necessary, bout it might make better sense to section Desura of into age groups, or gore levels, that way you'd end up with more mods in
And not enough content, difficult to define that one, especially if you're planning to allow betas and alphas. Obviously if you've got a mod with only one map in, then that's not a good idea, but modern day games are releasing less and less vanilla maps, (UT3 had like 7 CTF maps...) so it's only to be expected that mods will follow suite.
I guess you'll also won't a balance of content, some models, sounds, maps ect. I suppose you'll also have to be prepared for those mods which only target specific parts of a game (ie graphics and engine enhancements), not a lot of content, but masses of work and often a very enjoyable experience...
I guess the final thing you'll won't to avoid though is making Desura just a client ModDB, like you say you only won't the best of the best coming through. Perhaps then, you could implement a community voting system into modDB, where users can vote for one mod they think should be implemented, maybe every year or something...
not to be critical of anything, but the actual model is a bit low quality, I mean the gun is great, but there is quite a lack of details on the turret and chassis, though I'm guessing they'll be added via textures

Your fx isn't lined correctly, it is separated from the gun barrel. Also the gun looks like the mutants chain gun, and I dislike how the soldiers seem capable of lifting the whole weapon in one hand.
Also the guns are aiming in the completely wrong direction, (if you ripped the disintegrator beam, then you need to stop it moving about)

The scale of the rotor blades and housing doesn't match the rest of the model; in particular the housing is too thick. Also I dislike the skis on the bottom, they don't really match. I can imagine this could have been a hard one, but it's not one for me

Very good model and texture, I like the design a lot. Structurally it makes more sense than the original and looks better.
Interesting, another Russian dual-rotor copter, these seem to be increasing in popularity for the USSR. Moving onto the model, unusually I find the texture is better than the model itself. I'm not quite sure what it is, but something doesn't add up. I think it’s to do with the spacing between the two rotors, or it may just be because of the unorthodox design. Either way, the texture is very good, my only complaint being the slight blurring on the rear tail fin.
It's also nice to see you didn't add a tail rotor, the whole point of a dual rotor design of course being to nullify the torque effect produced by the rotors, rendering a tail rotor redundant.
Overall, the model is by no-means poor, and the texture defiantly pushes its quality upwards. My last point is to do with the rockets. I assume they are unguided and act similarly to vanilla Zero Hour's Comanche rocket pods, splashing the ground with rockets. But their angle confuses me. Unless they are multi-purpose rockets (ie, anti-air too (?)) an optimum angle would be somewhat less (ie, towards the ground) than what they currently are. Unless of course they are designed to drop down on their targets, in which case this design would work perfectly well.
Interesting, is there actually any model based reason, or not? Personally I think it would look better both sides the same, but its a nice twist, non the less.

This is a really good solid model; I especially like the 'normal' sized weapon and the viewfinder. The texture complements it all very well too, and the small details are impressive too.
However, I may of spotted an 'error': Underneath the turret are two separate small sloping things, however they are different lengths making the model appear unbalanced, is this intended?

A great shame, this is now the second mod that has gone down that I was looking forward to, fortunately you actually announced it, unlike RA3 ultimate who simply disappeared...
Actually, I don't blame you. I have started many projects and only about half ever get completed, so I know why you stop. Anyway, at least now you can relax more!
slight suggestion, if no-one wants to pick up the mod, either give the models to someone else or release them as public models, that way all your hard-work doesn't go to waste...

although its a nice concept, is dangerously close to Future tech style. Although the colouring is clearly differet, if you changed that with a Future tech one it would look good enough in my mind to fit.
So, whats good is the exposed turbines and the unusual structures on each roof. Future tech had little of that. But if you notice, the walls are all curved and soft feeling. To get real difference, they should appear much harder, and be almost vertical, with lots of 'right angles'. Of course, however, you must remeber you have three teams. If you make this as prviously stated, than the third faction must be inbetween, or something completly diferent, like floating buildings (?) so bare that in mind as you draw these.
Of course its difficult to tell with a 2D image, so we will really have to wait untill the 3D model is made.
Anyway, your progress is very steady, and the mod shows know signs of dieng, at least from the out side. And I, for one, can't wait for it to be finished.
