Yes, you can use Blender3D for Half-Life 2. You can do static props and animate ( bone weighted ) models. My exported can export these two. There's also another exporter which can also import ( mine can not ). I have though not worked on a HL2 mod so I can not say how well it works in the end in a real usage scenario but it is possible.
