Dawn of the Tiberium Age (DTA) is a stand-alone mod that combines Tiberian Dawn (C&C 95) and Red Alert. While classic mode gets as close to the original game-play and balance as possible, Enhanced mode provides improved game balance and a lot of fun new stuff. DTA features many customization options for Skirmish and multiplayer (where you can play as GDI, Nod, Allies and Soviet on over 200 maps), challenging original singleplayer missions, as well as co-op missions. Since this is a stand-alone mod, you don't require anything but the mod itself to be able to play: the original game is not required.
DTA version 1.181 was released yesterday, so remember to update or download it directly from Moddb.com .

I think humvees should be replaced with shilkas, for faction consistency... GDI doesn't use MiGs and Soviets don't use humvees.
it's a civil airbase and neither soviet or gdi, thus it can use whatever it wants.
Dude... Why? Shilkas are specifically designed to fit with the Soviet arsenal. GDI already has PLENTY of AA. No need for another vehicle that can act against both AA and ground units. Sorry, Gatling tanks...
And what do MiGs have to do with it?

GDI certainly does use migs as Russia is part of GDI. The russian army also has equivalents to the Humvee. The "units" in Tiberian Dawn are really just stand ins for unit types. The MLRS for example could stand in for either an Uragan or M270.
The G in GDI stands for Global ya know?!
Well, I know GDI has Russia as an important member state (Grenadiers, Mammoths), but the simple issue is that MiG was phased out by Orca.
Meanwhile, Soviets, who still use MiGs, have different weapon systems, like Gatling Tank (Shilka/ZSU-23-4) or V2 Rocket Launcher (Luna-M).
My way of thinking has been in-game-faction based.

You're not thinking this through.
The Orca is expensive and probably slower than a MiG although more agile and VTOL.
To this day Russia still uses the MiG31 and it is a very deadly weapon that uses a single subsonic missile that can sink an entire aircraft carrier.
The USA has the F-35 now but countries will continue to use the venerable F-16 and 18 among others.
Of course this is all just fiction but it does make sense/is believable when you take things into account.
