Does a game become "featured" when it has a SDK? To my knowledge Thief 3 has no SDK or level editing ability... there was no DromEd for T3.
I don't know if there is an SDK, but there are certainly missions that can be used on AddonDB.
Garry's Mod?
Yup. It's a standalone game now that you can find on Steam. Now people can make their mods/addons for it. :)

Thief Deadly Shadows did come out with a SDK a while back, I have seen lots of mods, model replacements.. new levels for it.. ect ect on a few sites.
