They already are a faction, they're just not playable; nor should they be. You will however be able to use diplomacy or possibly some other methods to use their ships and such.
You will be able to use all imperial ships
that just means im basically gonna use only imperial ships...
also that pic is def some IntIncps on patrol around a ISD or Star Dread or something - can i haz?
