The Xenoforce Reborn mod takes the classic Xenoforce mod from CNC Generals and re-invisions it on the CNC3 engine with new units and new designs. The new armies that are currently scheduled to be in the mod are the Earth Federation, ZEON, the Invid, and the Earth Robotech Defense Force. We also have heavily modified the original CNC3 armies, giving the GDI, NOD, and Scrin a much more dynamic gameplay experience. This mod is NOT FOR PROFIT and NON-commercial based.
This is a full release, but also an update to 0.11A that fixes quite a few issues.

How do I select the Earth Federation when I'm trying to set up a skirmish?
By selecting them. If you don't see them (or a new menu screen), you didn't install the MOD correctly.

Does this replace the old version on one week war, by any chance? If not, then I can understand.
You'll want this to replace the previous version of this release, there was a lot of bad bugs in that older one.

Ok seriously how the hell do I install this mod? I have no experience with CNCTW3 mods and its aggravating this is literally the only mod I want, I love how everyone says Oh go look at a tutorial, if I'm asking that means the tutorials failed. help plz
First it depends on your version of windows and how you have the game installed. But typically you extract the mod using a program like winrar into the my documents\cnc3 tiberium wars\mods\ folder. You should just copy the extracted folder into the mods folder. Then run cnc3 control center (its a part of the game, before you would run the game) and click on the mods tab. It should show up there.
NOD Saboteur doesnt capture enemy buildings. Can you fix this

Is there still support for this mod? Seems to me that the campaign doesn't work at all.
For example, I started a new campaign with this mod, and in the very first GDI mission, you're supposed to build a barracks and train 3 riflemen squads. Having done so, the mission objective wouldn't update.
I loaded another save, the Hamptons Road mission. And you're supposed to stop NOD forces attacking the base. Having done so, I got bonus objectives but the original objectives wouldn't update.
Shame.
