It's based on the Dropship that was ment to be in Westwoods version of CNC3.

Yes, westwood's version of CnC3.
What we know as Generals, was supposed to be CnC3. And originally, it had an orca dropship similar to this one.

design a modified version of this vehicle to serve as a bomber.
Why?
bombers are supposed to be big and imposing looking like this unit. no modified orca will look good enough to fit the bomber's role, I think.
