the Javelin fighter is now the normal romulan fighter, the scorpion is exclusive to the scimitar, the old bomber is also being replaced
By 'replaced' do you mean the Kestrel is getting an updated model or will be mothballed in favour of a new ship entirely? As I recall the Romulans used two fighters in Invasion - the one shown here and another that was altogether more formidable and harder to destroy. :)
Kestral is getting relegated to flying around spacedocks.

Unfortunately both of these names are also being used for Klingon ships. No wonder they hate each other!

Just a thought though, you should really consider making some of the smaller ships (and fighters), description wise, be drone controlled. Since the Romulans seemingly have a thing for drones.
Heck, present day America has a thing for drones. Why would any future fighters even need a pilot?
I like the Mass Effect explanation - when two AIs are pitted against each other, the one with superior hardware will always win. An AI and human pilot working in tandem, however, provide a level of unpredictability that offers a definite advantage.

Or everyone could just use the canon description based on the Earth/Romulan War. Many--if not all--Romulan ships were Drones.
