The Cardassian Rasilak frigate is the basic frigate that is available to both the Dominion Alliance and the Pure Cardassian Subfactions

Yes you did, but not in the way you think ;)
Yes you did depending on what tech tree you unlock you can either get a true Cardassian faction or the Dominion Alliance, Dominion, Cardassians (hopefully also Breen & Sona)
As for the ship fantastic work it looks lovely.
tech tree unlock? i take thats not just choosing to only research a specific faction but rather a specific tree for each path/faction?

That ship had no official classification.
In some mods it's called Valdore in some others it's called Norexian in sto it's called mogai.

If i understand this right: If the player wants to play ONLY Cardassian or against ONLY Cardassian, he can do this. While on the other hand, if you fight the dominion you face a mix of Cardassian, Jem Hadar and Breen ships?
No, it's all in the research.
a research path will unlock one set of ships versus another, i.e. you as the player have the choice of which path you take for your people, will you stick to canon and choose the dominion alliance or will you steer your own path to glory, you decide your peoples fate...
So you made it a perma-choice the same way you choose between the industrial or civilian focused planet upgrade?
