Rise of the Reds – or ROTR for short – improves upon the C&C Generals formula while also adding its own distinct elements to it. Most notably, the mod adds two completely new factions, the tank-heavy Russian Federation and the defence-oriented European Continental Alliance. In addition, the three original factions China, USA and GLA have been greatly expanded and redesigned in a variety of ways, with several new units, buildings, powers and abilities to explore and combine in your in-game tactics.
A T-64 proves that modern design doesn't matter half so much as modern ammunition.

Yes, I know. I wasn't being serious; they can of course fire anti-tank missiles out of the barrel.
In real world T-64 was not succesful tank model and it was replaced with T-72.
In the real world the T-64 was superior to the basic T-72A and most other models until the radical T-72B modernisation programme variants (and even then could be upgraded to maintain its advantage) and was given to first-rate units. It is still held in reserve, with most models having been upgraded to T-64BV standard with Kontakt 1 ERA and improved fire control. I suggest you Google them in future, as I think you're getting the T-64 confused with the T-62, which was a modification of the T-55 design and decidedly inferior in every respect.

Given the 9K112 would be about fifty years old at the time of Rise of the Reds, I suspect it's more likely to be an evolved model of the 9M119 Svir/Refleks. That said there's little practical difference, and you've certainly picked the right one for the T-64.
