Rise of the Reds – or ROTR for short – improves upon the C&C Generals formula while also adding its own distinct elements to it. Most notably, the mod adds two completely new factions, the tank-heavy Russian Federation and the defence-oriented European Continental Alliance. In addition, the three original factions China, USA and GLA have been greatly expanded and redesigned in a variety of ways, with several new units, buildings, powers and abilities to explore and combine in your in-game tactics.

Oh, you mean the Breeder Reactor? If so, sorry, I assumed you meant the one on the Battlemaster. If you mean the former, it won't be pretty to see it go up (if you own it anyway), but it won't be anything like the explosion from a Nuclear Missile.

No, it's a simple model update which comes by default and has absolutely no effect in-game whatsoever.

Not sure TBH. I wouldn't rule it out, but neither have I actually heard anything that tells me beyond doubt that that's the case.

China and Russia are really shaping up nicely in this mod, USA could use more work though, they are still kinda meh, been there, done that faction. So far my favorite units are tesla coils and tesla tanks, frogfoots, propaganda airships, and golem tanks.

I just notice in this screen shot that the Overlord got something popping out of the back of it. and by the look of it... it looks like the thing coming of the back of the battlemaster. but cant say 100%

Units effected by the Nuclear Tanks upgrade now get a visual enhancement to show this, which is that seen on the Battlemaster. The upgrade remains the same as ever.
Two questions: 1) will there be new nuclear upgrades available at the breeder reactor and 2) will the upgrades originally bought at the nuke missile be moved too? You don't have to answer if this is fishing or just answer yes or no, doesn't matter to me.:)
You'll probably best have to wait and see, but I will say that the Propaganda Centre contains only upgrades available at lower tech (including those originally found in production structures) and the Breeder Reactor is the source of higher-level upgrades.

Is it just me, or the Breeder's regular animation has an overload FX?
That sparking FX actually occurs for brief periods (like two or three seconds or so) from time to time with regular Nuclear Reactors when on normal mode, but doesn't loop constantly like it does for Overcharge. The Breeder Reactor is operating normally in this shot.
