Rise of the Reds is a A expansion mod for Generals: Zero Hour which adds a completely new generals system, new generals for all original sides, and adds the Russian Federation and the European Continental Army. Each faction will include new Generals with different units, structures and abilities to be pinned against each other in this explosive conflict. Pick from Russia's experimental weapons from the Advanced Weapons General to the ECA's earth-pounding artillery weapons. ROTR has everyones faction in one mod. We hope you will all enjoy it =)

Russian forces never fought American forces, so they never had a chance to lose against them, let alone actually did so. As for Germany, I recommend you read your history, as the famous image of Soviet troops erecting a flag on the Reichstag isn't a photoshop. If you refer to the First World War, a communist revolution kinda does that.

As part of the new tech tiers system, the Firebase no longer gains a cannon automatically and must be upgraded to have one after Tier 1 has been obtained.

You start at Tier 0 with basic tech. The Tier 1 tech structure unlocks mid-level tech and the Tier 2 tech structure. The Tier 2 tech structure unlocks high-level tech. Also they don't have names as the tiers are conceptual and don't appear in-game (i.e. higher-tech units are still built at the same place and just give the 'requires ...' as normal).

Russia lost to Finland because virtually the entirety of the Red Army's skilled leadership (the ones with handy qualities like independent thinking, creativity, originality and a willingness to question bad orders) had been eliminated in Stalin's purges. Not only that but the majority of the troops had little motivation, were poorly trained and were fighting in conditions that were in some cases alien to them (though admittedly not all). The Finns, on the other hand, were motivated by the desire to defend their homes (there are few stronger), well-organised with inspired leadership, and intimately familiar with the (extraordinarily harsh) terrain on which they were fighting.
Also, for your information, they didn't 'lose to Finland'; the Winter War ended in a stalemate with Russia keeping the parts of Finland it had gained thus far, but unable to get any further, and the Finns being too worn out to attempt a counter-offensive at that point. They did try it a few years later in the Continuation War, (where they actually invaded Russia), during World War II; but Russia was able to successfully keep the Finns from regaining any substantial territory, so they most certainly didn't lose in the balance.
