Rise of the Reds – or ROTR for short – improves upon the C&C Generals formula while also adding its own distinct elements to it. Most notably, the mod adds two completely new factions, the tank-heavy Russian Federation and the defence-oriented European Continental Alliance. In addition, the three original factions China, USA and GLA have been greatly expanded and redesigned in a variety of ways, with several new units, buildings, powers and abilities to explore and combine in your in-game tactics.
GLA fighters revel in the irony of American warplanes being shot down by their own anti-air missile systems. The FIM-92 Stinger, acquired by the GLA through their extensive black market connections, remains one of the most effective anti-air weapons even though it is almost a century old. Stinger soldiers are usually grouped in three at specific locations, nicknamed 'stinger sites', where hostile aircraft traverse often. Lately however these sites have become easier for bombers to target and destroy, resulting in the mobile Ural trucks transporting stinger soldiers between locations, and even the soldiers themselves hiding among the foliage and striking when the aircraft pilot least expects it. Because of their large Stinger launcher they can't carry any secondary weapon heavier than a personal defense weapon, most commonly a pistol.
So this means that stinger soldiers are buildible units from the barracks for GLA?
I think its more like they can Shoot with pistols at close range inside a Stinger Site and Ural Truck or else they won't look any different then the Igla Trooper if Buildable, I mean what will be the use of Tunnel Defenders then?

For anti ground, stingers would probably become pure AA.
Stinger Soldiers and Tunnel Defenders both hit Ground and Air targets, but Stinger Soldiers have More range and their Stingers last more longer then rockets which disappear after chasing a target for some distance.
This was added in the test build, they are buildable.

no, the only stinger soldier that can use pistol at close range is the one that can be train from the GLA barracks. the stinger soldier inside the stinger site is armed with stinger launcher and anti tank missile launcher, the stinger soldier inside the ural truck its only armed with stinger launcher since its a heavy anti air system (so the stinger soldier inside the ural truck its just focus on defeating air unit)

So how do they work? They use Stinger when up against aircraft and they use Pistol when fighting ground units? Or is it both?
Just a quick rundown:
-they are buildable from the barracks
-they use their Stinger missiles vs air
-they use their (machine)pistol vs ground targets
-technically, they are just like the Igla Trooper in uses and weapons
-RPG Trooper has not been changed
-Stinger Site has not been changed
-Ural Truck has not been changed
