Rise of the Reds – or ROTR for short – improves upon the C&C Generals formula while also adding its own distinct elements to it. Most notably, the mod adds two completely new factions, the tank-heavy Russian Federation and the defence-oriented European Continental Alliance. In addition, the three original factions China, USA and GLA have been greatly expanded and redesigned in a variety of ways, with several new units, buildings, powers and abilities to explore and combine in your in-game tactics.
The Black Market unlocks the GLA's tier-1 technologies and provides them with a number of useful upgrades as well as a steady stream of income. In addition, it is the place where GLA leaders put out bounties on enemy soldiers, allowing every cell to gain additional funds for destroying the enemy upon construction of a Black Market. However, due to the growing importance and interconnection of Black Market activities, every cell may only operate one such facility at a time lest they spark too much attention from international law enforcement agencies.

The income system has changed a bit, especially considering you can only build one. It still generates money on it's own, but some upgrades on the Black Market will provide for the bulk of the generated income.
having only one is sad but it is needed if u want to try escape the long arm of justice
Since only one can be built at any given time per cell I'm guessing you have a new form of alternate income in the works? Or will it be like China's internet Center? Just curious. Unless you are saving that to surprise us later :)
It generates money, but you can place bounty on enemies with it so I guess that's the alternative to not being able ot spam build these guys.

True but this happens in RL aswell although we barely hear about it. By law enforcement i think they mean people like the CIA,KGB etc etc
well as you see, the games from command and conquer series do not represent the battlefield with complete realism. thus structures that would not usualy operate on a battlefield are made to operate in it in game so as to propiciate such things as money income and tech. in real life a black market does not operate on a battlefield, nobody would risk going to a battlefield to buy and sell, even if its ilegal stuff. but RTS games in general put theese kinds of structures on the midle of the battle to give the opponents the chance to destroy them ^^
Battlefiedls are no longer the same thing as they were in medieval times. I think you guys confuse timelines. Armies no longer ingage in some uninhabitted area and fight till one wins. Battlefields today are mostly in urban or semi urban environments as that is also where the key strategic points are located. So yes a black market would mostlikely be in such a invorenment. Only in RL there is no such thing as tech structures as they are in games.

In terms of economy the GLA seems to be swimming in it. Coupled with cheap but useful units they have enough money just for everything...
