Rise of the Reds – or ROTR for short – improves upon the C&C Generals formula while also adding its own distinct elements to it. Most notably, the mod adds two completely new factions, the tank-heavy Russian Federation and the defence-oriented European Continental Alliance. In addition, the three original factions China, USA and GLA have been greatly expanded and redesigned in a variety of ways, with several new units, buildings, powers and abilities to explore and combine in your in-game tactics.
Whilst not perfectly accurate, these dug-in 81mm infantry mortars make a useful addition to any defensive perimeter. Their high-explosive shells have good range and can be fired in fast succession and even though they cannot reliably defeat fast or well-armoured targets, they're nevertheless capable of decimating enemy troop concentrations as they gather in front of the line, smashing holes into their ranks well before the actual assault and prompting the attacker into fast, possibly miscalculated moves that may foil his entire plan.

i never likes stuff liek this. most the stuff doesnt get hit until its at ur base and the point of mortars and artillery is to hit them b4 they reach you. not as they knock on ur door
That's why you use other types of weapons to support them.
And the point of mortars (and other artillery but they've got other uses) is to get rid of entrenched positions or, in this case bunched up infantry and some light vehicles, if they aren't on the move.
Helps if you place them a bit behind the main line when they have a minimum range too.
You can still use these to cherry tap some of the slower but powerful enemies such as the Sentinel Tank. You'll learn to hate it when that happens to you ;)
