New Republic front line soldiers are generally better equipped than their Rebellion predecessors, with light armor and stronger weapons. However, little has changed with standard issue cold-env gear simply because it's already effective design needed little alteration to perform it's essential function.
While it's true that the suits insulate the wearer better than their earlier counterparts and do provide limited protection from ballistics and shock damage, not much else has changed since the design's debut some 40 years earlier.
The addition of armor to the suit was considered for a time but ultimately deemed not cost-worthy given that additional armor would further slow troop movement more than adverse and severe weather already does.
