Noob question I know, but I just found out about this mod. I downloaded the most recent file, Paradox Soviet and Allied Open Alpha 3.2, is it the only one I'm supposed to use, or am I supposed to download & use multiple files? I ask this because on the wikia there are a number of units and things that say they're in-game, but I cannot find any of them.

-Also, can we not use this with the AI? They don't build anything for me

-I also downloaded the Beta 9.2, which has all the units I wasn't seeing, and the AI works (except with the Confederates, then the game crashes). So what's with the Alpha missing all the stuff and not having a working AI?

The Alpha is exactly that - an alpha version, not a full release. It is not Release 1 and as such does not have the full set of units for the covered factions (I believe the Allied Nations and possibly some others...). Furthermore, Release 1 is not all of Paradox, and certain factions will not be released until later.

AI is quite difficult to properly code and balance, especially with the amount of new units and the new factions planned. It is liable to be one of the last things they implement for the game, given the focus towards multiplayer play.
