The game takes place in the Seven Hours War aftermath. Fighting against blood shedding synths and frightening aliens, Adrian Shephard has to struggle his way with his fellow comrades from the Phoenix Command, with the main objective of stopping the construction of a Combine Citadel. In his journey he will find what has happened to the world, six months after the Seven Hour War.

I thought City 14 was just a train ride away from City 17. "Dr. Breen again? I was hoping I had seen the last of him in City 14! Or maybe his relocation was a longer trip than I thought!

You're right, City 14, in Europe, is the fourteenth human settlement.

The Phoenix, however, call it City 14 because the fourteenth city to be destroyed by the Combine. By the timeline of the mod, there was still not a single human settlement stabilished by the Combine, so the Phoenix didn't have a clue that in the future, there would be some combine-ized city called "City 14" in the other side of the world.
