Fast Zombies are one of the most notorious monsters in Modular Combat. But circle-strafing around them seems to confuse them very easily.
Damage Amp is an active module which forces the target enemy to take 60...150% more damage than normal.

I'm guessing it's using render colour to indicate the level of difficulty of the monsters. ie red=hard , yellow=medium , green=easy
...or it could be they just like red
Red monsters are enemies and normal colored ones are minions of allied players.

You guys do realize that if you read a description of a picture you can understand why things look the way they do. Red ones apparently have damage amp being used on them, why blue ones (not seen in this picture) are minions.
