That's being balanced out through the fact that the Forerunner are a late-game power. If you hit them hard enough early enough, then you've got a chance.

An unlucky Covenant battle-group composed of an Assault Carrier and a dozen or so frigates make the horrifying discovery of a reactivated Forerunner Centurion capital ship.

All Covenant forces were quickly eliminated.
