Councilor was dual-wielding Plasma Rifles...thought the Needler was better for a field commander unit. Some grunts and jackals will sport these as well.
And before anyone asks... Yes, the needles will track their targets, yes they asplode periodically, and yes, they stick to their targets :) lol

It wasn't too bad actually :) Missile type projectiles have the code to follow a target, sticky bombs have the right code to allow a projectile to stick AND to explode after a set time. All problems solved :) lol.
are there going to be needle rifles and so will jackel snipers use needle rifles, the covant sniper from reach or halo 3s covie sniper?
I hope for the Halo 2 and 3 beam rifle and carbine, I'm not a fan of the needle rifle or the focus rifle.
This. The Beam rifle stinks and I personally like the Carbine better than the needle rifle.
I have to disagree, for the Covenant the beam rifle suits them better. The focus rifle is useful at close to medium range, but is not a real sniper's weapon. It reveals your position very easily considering it's bright and you have to fire for a long amount of time to kill what you're shooting. The carbine is also more conventional than the needle rifle and can fire faster and fairly accurately, so I prefer it over the needle rifle.
I agree about the beam rifle, one of the most fail sniper weapons I have seen.
However, I prefered the needle rifle to the carbine if only because it only takes 3 shots to an unshielded enemy for an instakill :)
Wait, are you sure you're saying the beam rifle (this thing Halo.wikia.com) is a horrible sniper's weapon compared to this thing (http://halo.wikia.com/wiki/Focus_Rifle)?
I meant the Focus Rifle is bad. I ALWAYS get the names confused. The damn things look so similar!! But yeah...the gun from Reach (let's put it that way) is lame.

You have only to question the sanity of those who oppose the Council! Oh, and Zealots actually have the strongest shields.
Why's that?
Because they needed it for gameplay reasons, since they atk at close range and the Councilors are ranged. Zealots also have stronger combat harnesses, I think... The Councilor armor is more ceremonial. I could be wrong about that though.
That poor marine laying limp on the command point didn't fare well against this fellow...

This makes me remember when I saw that you could dual-wield needlers in Halo 2. I was like HOLY SH*T HERE COMES THE PURPLE PAIN TRAIN!!! Btw I really liked the needler explosions in Halo 1 the most, such a epic purple explosion of madness...

The elite shown is from Reach, so I am naturally desiring to hate it for love of the original trilogy, but the epicness of the dual needlers has made me love this model. You have done it again Farseer, very good job.
The Elite shown, is from Halo 2. It is a councillor elite.

Well the Honor Guard from Halo 2 had headdresses like that, but the Councilors are only ever fought in Halo: Reach. I have indeed played every level of Halo 1-3. I didn't like that the Councilors were used as military in Reach because the books describe them as being political. The model is very nice though.
The Elites in Reach are not Councilors. They are Elite Ultras...the white ones from every other game. The armor looks very similar but there are differences.
Ok. I also decided to read the description like a smart person and saw that this is the field commander unit. Very nice model. Can't wait to send those against Spartans!
Well, the armor is that of a Councilor...I figured that they would make good field commander units. I just think they look awesome :) lol. I know it's not 100% cannon...

The Focus Rifle actually would be the better Anti-materiel rifle.
The plasma that it shoots would turn the hatch of a Scorpion Tank into molten slag, which would then pour on top of the operator.
Well, if you're going to be super realistic, any of the plasma guns the Covenant use would do that. And, if the guns were realistic like that, the Focus rifle would be one of the most powerful guns EVER because you could simply point it at a column of enemies and sweep across them...killing them all.
Oh I have a query, I have FOC with RaW installed and I know that due to the AI overhaul that will make it so that this mod will be incompatible once it is released. So how can I make a second FoC which I can use for other mods?
That's a question that I can't answer. You can only have one copy of FoC installed at once on a regular system, as far as I know. I mean, if you were running a dual boot system you could have one installed on each OS but that's way more hassle than it's worth...or wait, no it isn't ;) lol
Simply copy the installation directory that's in your LucasArts folder. Rename it something like "FOC-Mods" but have all the same stuff in it. I did that a week or so ago and it works fine.
Or just rename the AI and SCRIPTS folders in your data folder. As RaW tells you to do if you want to play another mod.
I love councilor elites in Halo 2, you should make one where it has the Halo 2 honor guard armor with councilor armor, it looked amazing in Halo 2.
