Its so laggy that i can play!!! I reinstalled it several times.

I get serious LAG!!! I cant play.
I have intel core 2 quad Q8300 and HD 5770 and 3GB DDR2 ram.
Why is it laggy? My game version is 1.04 an i have XP.
