I'm sorry, but where is "here?" Where I live the streets are arranged in near-perfect grids, and the european places I've visited have a similar layout. And Germany may be more central europe than russia and other countries, but I'm sure FakeFactory has visited at least some eastern european contries or at least has an idea of what they look like. I may live in Arisona, but I know what Ontario looks like. Also, the actual location of C17 has been kept a secret. People can only assume that city 17 is in Russia. All we know for sure is that C17 is in an area that used a Cyrillic alphabet.
Dude, honestly C17 is set to be in Romania cuz if you look aroun the beach in the chapter Highway 17 you'll find a sign that is wrote in romanian and it is wroten this: ''Atentie, pesticid periculos''-->''Warning , dangerous pesticide''

It was originally planned to be American, but during development in beta/alpha stages, VALVe changed the setting of C17 so it is now an Eastern-European city.
C17 is modeled partially on Belgrade as well as other Eastern European cities. The Overwatch Nexus looks very much like the Parliament building in Belgrade, Serbia, but there are also local references to other cities such as Riga, Odessa, St. Petersburg, Sevastopol and Constanta such as coastlines, proximity to ports and harbors, and the open air sewage systems you run through near the start of the game.
In other words, it's not directly planned on any particular city, so any interpretation will do as long as we get high res LoD xD
@CaptainLagfail you're right, it ain't any city in particular. City 17 is a reconstruction of 17 different cities from Eastern Europe and part of Russia. Viktor Antonov (one of the game's most important artists) was inspired in Bulgaria, not only because he born there, perhaps he took a look at the mix between the old and the new, and because the old government buldings reminds him the politic problems that took place in Europe, such as World War II, the Cold War, etc. And if you wonder, I think it is inspired in 1940's Germany in some little aspects: in the first stages of game's development the artists and writers (such as Marc Laidlaw) were inspired in the Nazi's government to proyect the horrorific and dynamical government system (but the real horror is in the ice-cold looking of the synths and metrocops o_0).
