Ill try a mod if it has a good look and feal to it. if its just a mod with the name "Totally awesome" but with the half-life 2 background its not gettin my vote. but then again ill try somethings if it SOUNDS good.
Gameplay is more important than visuals, but I appreciate effort put into the visual aspect. Still, I try to judge a mod by how it plays and not how it looks... there are pretty mods with weak gameplay and mods with great gameplay and subpar graphics.
First comes looks, if a mod uses base half life 2 models and ugly maps I won't download it. If it atleast has some intriguing visuals I'll read up on the gameplay and if I like what I see I'll download it only to find that there's one server with 3 people on it.
It's all about the concept. If you've got a great idea, then it may well be worth trying - heck, it might even be brilliant to play. If you've got nothing but eye candy, it's more than likely the project just isn't going to be all that entertaining.

If it has awesome visuals, I'll give it a shot. If the game play department doesn't hold up then I'll delete the mod/game. If I like the concept I will give it a shot.

I'll give a mod a try if the graphics are atleast fair and theres something interesting about it, but I stay for gameplay. Especially if its a singleplayer mod, as those are usually a quick and interesting playthrough. Most multiplayer mods don't bring anything new to the table, imo. Yay, another TDM with different weapons, and possibly a twist..
A mixture of the two IMO. However, there is a limit as to how bad visuals I can stand. Visuals are mainly good for eye candy, and to make sure puzzles and other objectives can be easly found. That said, I find to many games these days are so ******* dark I can't se anything. I just get so bored with them.

As for mods...something titled "LOLEDS W00TZORZ MODDD" with no picture or description = 99% of the time...crap.
On the other hand something titled "Legends of the eternal phoenix fires" with like 100 pics and 6 pages of text...could well as well indeed by rubbish.
Overall I'd say its a gamble really, check it out and judge for your self is what i do :)
mostly i will download a mod if it fits all of these criteria:

The concept is much more important than the graphics. Thats the reason many, many people still play Starcraft, even while it technically haves 2D graphics, and there are much better ones.
It's the gameplay and the concept the things that make a game great. Story is still important, and music, and the "feel" that it creates, the "ambient".

As long as it doesnt looks like CNC 1 I can play it (and even if it does I can still give it a try if I like a lot the concept.)
But remember, a game (or mod) has NEVER been great or remembered only for its graphics. Even if it has the best graphics on the world and history, if playing it sucks, the game/mod will suck. But if it has low-average graphics, but a great gameplay and concept, it can still be fun.
people still play starcraft because its probably the best rts ever made and they can bare the graphics because they understand that is was released in 1997. starcraft brought stunning graphics for that time. but if someone in 2008 made a mod/game with starcraft quality graphics, they would either think its a novelty or they would think its ****, most likely the latter.

Would you rather see inventive total conversion mods, another "excape from school" mod that looks more like a school then all the countless former ones?
I try mods that SOUND like they will be fun, and Hope that if they are fun, they will gather the proper support needed to attain polished graphics. Only when all the interesting concept options are exausted will I bother searching the boreing sounding mods reguardless of their graphical appeal.

Do NOT lump all concepts together. "Zombie" is not a concept, Take Zombie master mod for HL2, it's concept is to change FPS HL2 into a CoOp vs RTS game. The concept can hardly be compared to Zombie Panic (HL2) simply because it has the common charictoristic of zombies.
