A short Q&A on Uglies:
Q1: Can you make dirty/rugged/whatever textures?
A1: We could, but we're currently not planning on making different textures for uglies. We just feel like untextured units take the priority.
Q2: When looking at the ugly it should have this and that particular weapon/defense/whatever configuration, can you make it so?
A2: There are enough arguments to support an almost unlimited number of sensible configurations of ships made of scrap parts, so we pick what's best for gameplay and balance. Deal with it.

Although I would argue that this one would have shields as the part that had the shields still lies within the X-wing and also those Tie solar panels would give it extra power on top of its own power generator.

Well, just because it has that part of the X-Wing hull doesn't mean it has all of the internal parts that were originally in there. For all we know this could be running with the internal systems of a Gungan submarine.
Wouldn't you at least try and keep some of the best parts of starfighter if your gonna use it in combat, much cheaper than buying (or making) a new one
That still would imply you were the first on the scene, and no other scavenger(-s) came before you and ripped out the useful parts to sell them.
There are lots of reasons why the uglies can have any kind of configuration, but the most important is gameplay and balance.
Those ships are supposedly made from scrap, If we gave them everything they could possibly have as far as weapons, speed and defense systems go, most of them would outperform the stock fighters they are supposedly frankensteined from... which is certainly not the intended behaviour.
