Interesting fact: this ship made it's appearance in SW Battlefront 2 during the space combat. It has since been in many mods and even made an appearance in the Vong comics, solidifying it as a canon ship.

BUT,

It has never once been mentioned who the manufacturer of this ship is?

Unless someone can provide a reference source to who makes this ship, we are going to give it to Sienar since they had operations on several Imperial worlds throughout the core.

You can't give credit to Sienar for something that is clearly made by Kuat Drive Yards :P
I mean, all Imperial capital ships were made by Kuat Drive Yards....and this one has a triangle-like design so I say it is from Kuat.

The vindicator, immobilizer, and bayonets were made by seinar, they are classic triangle designs.

All imperial capital ships were not made at Kuat. Seinar, loronar and damorian ships (carrack cruiser) were made on different planets.

Kuat just had resources for large capital ships mostly.

I always thought the Vindicator and this ship (figured the Victory name was just Battlefront misidentifying it) were based on the same hull. Sienar feels like the best home for it.

Vindicator is the immobilizer with gravity wells removed and heavier weapons

I've (and the guys below too) assumed the Victory II frigate was produced by Kuat Drive Yards because of its distinct shape, but Sienar would also be a good candidate.

The original was manufactured by Rendili Stardrive wasn't it? Wouldn't be that much of a stretch to say that Rendili built it's successor as well. KDY did end up with the design eventually, but I'm not sure if Rendili sold it to them or licensed the design out.

That said, while it was highly successful, both the Victory-Is and its successor date during, if not just after the Clone Wars ended. Rendili could have easily sold the entire line off, or to the very least allowed other companies to construct future vessels so long as Royalties were paid back (licenses).

Different Victory-class.
the Vic you are thinking of is basically a Pocket Battleship suitable for mid-intensity conflicts and as command ships for mid-priority fleets that warrant a ship in the Destroyer-class range, but that for whatever reason lack access to or don't require the full Imperial-class. an Outer-Rim-based Defense Force, or a Core-Worlds based Superiority Fleet which is used more for routine Patrol than for actual combat.

this Victory-class is a Heavy Frigate that is about a third the length and probably a fifth the tonnage of the heavier model. this ship would be used to head up very small task forces used in Anti-piracy operations, Convoy Escort, or if used in a fleet, to deter enemy frigates and corvettes from going near heavier allied ships, or as escorts for ships like the Immobilizer or Defender Assault Carrier which don't offer a whole lot of heavy weapons, and are thus vulnerable to smaller craft

Exactly. You know what, after considering what kind of frigate size ships Kuat is producing (Nebulon B), I think it's fair to say the ship looks more like a Sienar product.

The design profile doesn't match rendilli. Most rendili ships feature curves we have learned, or rare box shapes such as lictor
