Question do those Titans only apply to IGs?
Nope, other races will have large titans as well.
As of the current version of Ultimate Apocalypse, all the Imperium factions sans Sisters now have access to at least Warlord and Imperator Titans, and we know at least a Dark Eldar and Necron supertitan is on the way in the form of the Triloth and Agony Titan.

Infantry Doctrine (Defensive)
Their commander: General Sturn, with buff to all squads armor piercing and damage resistance.
Secondary commander: Lord-Commissar with buff for nearby infantry morale recovery.
-Have access to all IG infantry squads for reduced cap prices.
-Have access to all Chimera variants for reduced cap prices.
-Have access only to basic Leman Russ pattern for increased cap price.
-Have access only to basic Baneblade and Shadowsword patterns.
-Have access only to basic Marauder pattern for increased cap price.
-Have access only to basic Sentinel pattern for increased cap price.
-Have access only to basic Basilisk pattern for increased cap price.
-Have access only to warhound titan.
Armors Doctrine (Offensive)
Their commander: General Alexander, with buff to all tanks auto-repair.
Secondary commander: Leman Russ Vanquisher Command with Vulture strike and Valkyrie laser strike abilities.

-They have access to all Leman Russ patterns for decreased cap price.
-They have access to all Baneblades patterns for slightly decreased price (armound +1 usual baneblade price)

-Their earthshakers have decreased price and time to build.
-They have access only to warhound titan.
Titans Doctrine (Super-heavy)
Their commander: General's Reaver
Support Commander: Some sort of special Warhound titan
-Fully castrated and have access only to default units
-Have access to shadowsword titanicus for lowest price
-Have access to all titans (not only warhound) for decreased prices.
Also, Imperial Guard could use Lord Commissar hero for infantry doctrine. Something about large morale boost in his presence.
