Even in Tiberian Dawn/Ra1 the chopper rotors would rotate(or appear)
Why in TS it can't :[ , Westwood could put a little effort on trying to make them...

Incorrect. GDI had VTOL aircraft (Orca). NOD had traditional rotor blade type aircraft (Apache).

Wouldn't really work unless they were forgotten units. Dawn era units in the campaign are used during their actual era, so being rusty and old-looking wouldn't make sense.

You can get the from crates in skirmish, and in some maps, by capturing TD-era production structures.
