So I assume the Iron Hills dwarves will come from a summoned building, in a similar fashion to Dol Amroth units with Gondor?

They aren't from a summoned building like the Dol Amroth Citadel, Dol Guldur Prison or Dunland Longhouse. The Arkenstone is an upgrade purchasable from the Erebor fortress, it allows the player to build the Iron Hills Husbandry, which trains the riders and battlewagon. And from the Hall of Warriors, Iron Hills and Ered Luin units are unlocked to build.

In regards to this and the future update, how will this system be implemented for Siege map defenders? (ie; defenders on Helm's Deep) Or will Dwarves will have Iron Hills units locked out akin to Fountain Guards for Gondor? Just curious!

We are going to attempt to fix this for at least Erebor in Erebor-themed fortress maps for the next release, and then fix it mod-wide in the next. Playing Erebor in the Erebor fortress map or the Iron Hills fortress map will both let you recruit IH units from the start.

To expand upon what Mathijs said, we did try to. In the end it would've required an immense amount of work to get it accurate to how it is in the film, so we scrapped it.

Could it work with a passive ability? Units around the "twirly whirlies" take less arrow damage?

Or an active ability that makes units around them immune to arrow damage for short time.
