This is why we don't complain about the Current Klingon titan.
The fact is, of all the titans, the Shockwave is the most terrifying.
You see a Scimitar and at best you realise you need a bigger fleet, it will **** you up a bit first but its just a big ship which you can take out with enough ships. Shockwave comes it, all plans out the window, abandon planet, nothing to see here, were the carriers at.
Don't get me wrong, seeing a big Klingon battleship would be cool, but the only people who can say the Shockwave is bad aren't using it right.
I was on the verge of winning with my OP Federation fleet, Excalibur class leading my full force on the Klingon Capital, I jump in and BOOM! Shockwave happened, all of my ships gone in 1 blast. Tens of thousands of credits and recources gone, which allowed the Klingons to rebuild rapidly and take almost half the star system back, which forced me into a trench war with the Empire, which was not a happy thing, it was grueling and lasted for hours.
My point is it's not a happy thing to go up against, especially if the A.I can just hack one into their fleet at the last moment.
It's not that it's underpowered or anything, it's just not fun to use, spending loads of coin on a ship to just blow it all up, even if that includes an enemy fleet. That's my opinion anyway.
I kinda like this new design tbh, It has a unique quality to it. I fully endorse this new Titan.

Shockwave is good titan, unique ability, but its not fitting to klingons at all
I would have actually liked the Klingon Titan to be similar to the Vo'Quv Dreadnaught from STO. Could serve the role as kind of a super carrier.
As in, less speed, agility and firepower than the other titans, but great hull and shields with a huge fighter compliment, and the ability to construct B'rel or B'rotlh Birds of Prey. For powers (besides firepower, armour and antimatter boosts) it could have build time reductions for BOP/fighters and hanger enlargements.
Alternatively this idea could be used for the Dominion titan (which I assume will be the Dreadnaught Carrier from DS9: Valiant).

I think most people are just complaining about the model, because the ship looks like a freighter, not like a battleship.

Don't get the problem with the Klingon titan, IMO it's freaking awesome, playing agianst the hardest AI well no prob, i just blow their entire fleet up in a shockwave, seriously it's freaking awesome!
I think most of the negative comments about the Klingon Titan aren't in reference to its uselessness, it certainly isn't useless. Most people that dislike it would simply rather have a huge Klingon Battleship to play with than a mobile bomb. My other issue with it is that the AI makes horrible use of it, and since half my games are against AI or with AI players, it kind of messes things up.
Quite honestly I'd die of happiness if they just released a zip with a Klingon titan that was a battleship in a zip that would just replace the existing entity file and toss in some meshes. Though I understand modelling a new Titan is time consuming work.
It is not as difficult as one may think.
Well, seeing as I have no experience in modelling whatsoever, it would take me a long time to learn a new program!

My only complaint about the Klingon titan is that A.I. players are useless and never use it right.
